The manual says I can send PWRoff to the inverter with http. After doing that is it possible to send PWROn?

Yes.
Please note that the PWRoff and PWRon are via MQTT over the Genetry webserver (for remote access); if you're using a local network connection, you can grab the source to the webserver page, and utilize that functionality.
